It is no coincidence that this policy was announced on New Years Eve
when most of Australia is preoccupied with stocking up on refreshments
and getting a good position to watch the fireworks displays ... most
of the concern with this policy has come from the rest of the world
and not Australia.

The Rudd government had been elected 6 weeks before with the main
policy battlegrounds being industrial relations, family issues and to
a lesser extent the close relationship of the Howard government to the
Bush administration's foreign policies.

Minister Conroy would be fully aware of the folly of madatory
filtering but was important to get some "family friendly" policy out
there and best use the interference given by the holiday season and
the new year to cover the silliness.
