problems, not pissy portscans but serious freakin holes.

How about a new policy, those who have NIC email records that bounce will
lose their netblock allocations. Bet that would clean them up right quick
(of course, most of the asia-pacific networks would then disappear, but I
wouldnt shed many tears over that fact).
