Prison sounds good to me. 

If someone is so careless about other people's property and lives, then 
they need to be taught that although they can take whatever risks they 
want with their own property and life, they can't do that to other people.

Drunk driving is gambling with other people's lives, and you don't need to 
wait for a big loss to discourage that behaviour.

If drunk-driving were legal, how could you possibly justify a cop stopping 
them?
