Guy Fawkes had 36 barrels of gunpowder, he planned to blow up parliament. If the plot hadn't been discovered, some hundreds, possibly thousands, of people would have died in the explosion, and thousands more in the ensuing Catholic-hunt. Remember, it's not nuclear bombs that kill people, it's people that kill people. When nuclear bombs are banned, only criminals own nuclear bombs.
