Consumer ISPs should also rate limit the number of email messages a customer can send per hour/per day. For folks who need more volume, they can spend money with a bulk email service.
that would make running a list like this very costly.
As far as I'm concerned they could limit the number and transmission rate of messages for everyone by default and reduce the limit for those who simply ask for it, or perhaps the ISP could apply a modest surcharge for it. The point is that users with a zombie won't likely ask for it, and users who run lists like this are likely more saavy about such things. If a user who ran a list like this also had a zombie they would notice the problem because they would quickly get on RBLs and it would affect their list performance. Or they could use port 587, which the standard really calls for anyway.
