Consumer ISPs should also rate limit the number of email messages a customer
can send per hour/per day.  For folks who need more volume, they can spend
money with a bulk email service.

Their inability to distinguish between legitimate SMTP traffic and malicious
(spam) SMTP traffic.

That's pretty damned unreasonable in my book.
