Do you mean SMS gateways for GSM/CDMA phones? Most SMS gateways connect
over HTTP (but some use TCP port 8091) and then forward outbound SMS
traffic into the SMS network through a cell phone or SMS modem connected
to a serial port.

There is a concept of SMS connected sockets, but that takes place on the 
SMS network and not on TCP/IP.
