We enabled Email Banners many months ago.   I have seen an uptick of people reporting suspicious emails looking like 
they came from within institution because of the banners; and an uptick of people generally reviewing deeper outside 
emails because of the banner as well.  Another side effect was people also starting to use the junk mail features of 
their email clients.
