In theory that is correct but some things can result in liability or litigation to the institution if permitted. Thus we take guidance from the general counsel as to the broad categories we block. (This is a close paraphrase.) Dr. Clark Kerr said that circa 1964. Protecting the institution against cyber-threats is understandable. I've been asked whether any other higher education institutions implement web content filtering and if so what groups to you filter for and what kinds of content.
