That's a good argument for students & academic staff, but does not necessarily apply to the general staff & departments 
- don't forget that there is usually a large proportion of these employees in most institutions.

For example, the IT security staff are usually not academics, are they? :-)

One of the highly respected chancellor's of the University of California at Berkeley once stated:  "The role of the 
University is not to make ideas safe for students but to make students safe for ideas."  (This is a close paraphrase.)  
Dr. Clark Kerr said that circa 1964.

Protecting the institution against cyber-threats is understandable.  Censoring unpleasant ideas or controlling behavior 
should be avoided in a university.
