Legal or compliance issues when providing children with network access

At TCU there is more and more use of our facilities during the summer for children's camps of one sort or another (e.g. baseball, cheerleading, music). In most cases these are children under 18 and in many cases they are under 13. Are there legal or compliance issues we need to consider if we provide them with guest network account so they can access the internet while staying on campus? If so would it matter if they used the accounts in a supervised classroom setting or unsupervised in a dorm room overnight? We do not do any content filtering on our network.
