We've created an approval process for non-law enforcement surveillance
systems that limits access and purpose. Your rec center  application
wouldn't pass muster. We allow cameras to monitor "stuff" and not
people. We do allow anonymous monitoring of construction sites. Camera
control systems must be password protected via SSL or SSH. Too easy to
stalk people with general access.
