Don't know about an all-in-one solution. Do you have a NAC system in
place? Many of these can be subverted to present emergency popup
messages, particularly those systems involving a client agent like
SafeConnect or Cisco Clean Access...

Without installed software on the clients, it's difficult to expect
popups to be displayed when you need them, and if you already have one
agent in widespread use, you can build on that without requiring a
second one.
