We don't require a tech session before the account is able to be created, but I see the tech session as a critical place to discuss general security issues wrt phishing, scams, etc. and I wish we had such a requirement here, and if I were you I'd try to find some way to continue the tech session, even if it's forcing them to watch a short video or something before getting the account.
