Daniel,

SIUC has a system like this in place for absence and vacation requests
and timesheets. It leverages the State of Illinois PKI system. They run
the PKI, and users at SIUC signup using their processes. We then sign
documents with our digital signature. Many use a roaming certificate
which I've found to be handy.

I am not the designer or implementer of the system but I could
potentially get you in touch with the person who was.
