Dear Steven,

this can be done by examining the so-called exif-headers of an image. In these headers, a lot of information about the image can be stored. Examples are resolution, exposure time, camera model, ... If the cellphone has GPS built-in and enabled, it can store information about the location a picture was taken in the exif header of the image. Generally, this function can be disabled in the camera-app of the phone.
I hope I could help you.

Best Regards,
Hendrik

I was speaking to someone from DHS (not a tech) and he was telling me
that there are applications that can "look" at a picture taken from a
cell phone and can get the location of where the picture was taken. Is
this true? If so, can someone provide more information? If this can be
done, people posting pictures from their cell phones to social sites
should be aware of this...

Thanks - Steven
