Dan,For a built-in solution: I'm pretty sure you can deploy custom wireless connection profiles via Window's Connection Manager Access Kit (CMAK)- you could create and deploy profiles that would only permit connection to your approved access points. There are a variety of ways to deploy these profiles, including Group Policy.
For a commercial solution: Most "end-point security" packages these days include provisions for locking down wireless connections and only allowing approved APs (along with forced VPN use, encryption, ect).
