3 questions on MSN, Security Logs and Federal help

Hi List, I am doing a little investigation in my computer at work because I am seeing some interesting entries in the security events. Therefore, I need to ask three questions to all the experts out there. 1. Is there a way to check what people with MSN messenger are talking/chatting about? I know that, if selected, the program stores a log of every conversation, but what if they do not select that option. Does MSN stores the conversations in their servers? 2. Is there a way to verify if a user is trying to "take ownership" of a file or folder? If yes, what would be the MS Security event ID (578, 540, etc.)? 3. What would be the requirements to have Federal (USA) involvement in a investigation about the misbehavior of company officials against an employee? What Federal Agency would be the best to contact?
