I agree with everyone's suggestions.  However if this is an internal 'attack' by disabling DHCP or enabling MAC 
filtering the 'attacker' will just ask somebody sat opposite him what their IP is, and then try random IP's until one 
works.  They may even swap PCMCIA card if machines do not have built in wireless thus enabling them to bypass the MAC 
filtering.
You could try using WPA with username and password, obviously the 'attacker' may ask a friend what theirs is but 
hopefully this may arouse suspicions.
Your corporate web content filter should be blocking access to inappropriate web content, torrents etc and although 
this wont block him on your network it may help to protect from inappropriate downloads and bandwidth useage.
