Though I don't agree with Craig that port-scanning was illegal, he is
right to make that distinction. Criminal offenses are only a subset of
illegal things. Think about (accidentally) breaking something in a shop.
That's definitely illegal, because you don't own what you just broke
(and the owner of the shop will probably demand compensation), but it's
not criminal.
