I shall assume you mean you want to measure degree of compliance with
the Security Policy.

Snort (http://www.snort.org) is very useful for monitoring the network
to ensure network accesses are kosher.  Looking for porn, IM,
streaming video (maybe), and other such things is possible with the
bundled rule sets.
