Most wireless routers even the low end types like linksys products are capable of filtering by specific mac address.  
As far as administering one of these devices, I personnally fill that with the user manual and the html interface a 
monkey could decently secure a home WAP.  It's unbelievable how many people out their have installed wap's with only 
the default settings.  At least if you need to get on the Internet in a pinch you can usually just drive into a 
residential neighborhood.
