It sounds like the machines matter most because I used vnc over a LAN and it
was slow?  And that was without a ssh tunnel!

The machine definitely does matter, on anything less than a 1ghz box (at each end) you'll notice some slowdown. I dread trying to remote some of my 166mhz machines, takes forever. I haven't noticed any significant difference caused by using an encrypted connection though. Sure, it takes more bandwidth, but the latency isn't changed and that's what would make it feel slow. VNC isn't the fastest way to remote admin a box, but for windows machines it's the only free way to do so that lets you use the gui. Terminal services is faster, but you need licenses for that. You can also use netmeeting, but I had trouble getting that to work right across a firewall.
