Windows Firewalls/Packet Filters with TCP flags filtering

Hi, 
  Is anybody aware of any firewall or packet filtering

packages running on Windows, which can be set up
to filter TCP segments based on their flags
(S,A,P,R,U,F)? So far I have not seen anything like 
that.
