This port is more broken than reported earlier. This time I used
this command:
  nmap.exe -P0 -sV -sS -p1-30 -vv -d3 router

with the following output:

The SYN Stealth Scan took 2 seconds to scan 30 ports.
WARNING!  The following files exist and are readable: G:\MingW32\src\inet\nmap-3.30/nmap-tcp-fingerp
rints and ./nmap-tcp-fingerprints.  I am choosing G:\MingW32\src\inet\nmap-3.30/nmap-tcp-fingerprint
s for security reasons.  set NMAPDIR=. to give priority to files in your local directory
