Here it is, a proposed supplement to RFC2826: http://www.ietf.org/internet-drafts/draft-higgs-root-defs-00.txtIt's called "cat herding". :-) The short answer is that there's a far better chance of coordinating the alt.roots into a single unified root, than suffering the consequences of a permanent and very real root fragmentation by ignoring them.
