Why should they bother?  They're people, too.  They get a cert, good
for up to 100 messages at a time ... but 1,000,000 is only 10,000 times
100, and with sufficient processor power, how long does it take to do
10,000 operations?

Not to mention that they won't necessarily bother to use a
rate-limiting client.

IMHO, any solution that depends on co-operation from the "bad guys" is
not a solution.
