I have to disagree, the documentation level of some OSS projects are
way better than their commercial alternatives. Albeit minus the pretty
screen snapshots and such eye candy.

I think that what you're saying is that the same problem holds no
matter what software development model you all are using.  ;-)  It
partly depends on how the manager enforces the requirement for the
documentation.
