strange subscriptions?

On Tuesday a few people here received emails welcoming them to the Dept
of Homeland Security site and mailing lists. No one (I was one) had ever
registered on that site. This afternoon, someone forwarded a similar
email from World Vision Micro.

Both emails appear clean with no misdirected links.

It appears that someone, either manually or using a script, has taken a
list of email IDs and names and is doing this. Does anyone have any
ideas as to why?
