you can change this message through message catalogs through AAA.  See doc.

Not sure how to do it any other way, but could be possible.

When I telnet to cisco router, 
the intro message is  

"User Access Verification"

So, I would like to change or disable this message,
How can I delete this message?
Surely, I know banner command and banner command can not 
erase this message.
