You can disable User Access Verification with

enable
configure terminal
line vty 0 4
no login

But  then  -  evereybody can access the router and the only security is the enable secret.
Removing  only  the  message and keeping the user/pass request is not possible as far as i
know (but that is not really much in Cisco IOS).
