L2CP and Slow Network

Hi, We recently received a call from Brighthouse letting us know that we were sending to much L2CP traffic to them and they asked us if we could stop it because it could cause performance issues. A week or so before the call I started noticing that our download speed had decreased a lot. We have a 10Mbps Fiber and never had issue with performance. I mirrored some ports on the switch and ran Wireshark but I can't find any L2CP traffic originating from our network. The throughput on the LAN is fine. However, download is terrible. I tried to download a 500MB file and the speed started at 240KB and it decreased the windows to less than 50KB and eventually the connection got dropped. I have tried to download files from multiple PC, Servers and different firewalls and I get the same result. I am not sure where to start troubleshooting. I also have one remote user who VPN to the network and have an IP Phone and she was getting disconnected too and her phone calls were breaking. Your help will be greatly appreciated. JD
