Best results would be achieved by notifying the credit card companies who
are the stakeholders here.  Credit card companies stand to lose monye by
writing off chages on stolen card numbers, and secondarily on people using
cash instead of their cards if consumers actually became concerned.  Many
of these companies clearly state their secrity expectations for merchants
on their web sites.  Curiously, these are not yet called 'requirements'.
