It all has to do with the way the tar ball is built when it's prepped for package.  I'll investigate the process and 
see what we can do here.

2.9.4.0 was just released - how can the snort.conf included in the
tarball and the one available at labs.snort.org be different already?

I could understand going forward updates would be made to the one
available at labs.snorg.org and using that one would make the most sense
but saying "here is the tarball but don't use the included snort.conf"
doesn't make sense to me..

What's the rationale behind what you're doing here???

Also, no. You probably shouldn't use the snort.conf that ships with
the
tarball.
