I'm not sure who coined the term, but a VLSM defines a network that is not Class A, B, C, D or E. An example of a VLSM would be /8 applied to 128.0.0.0 (which "should" be /16, as from the first octet, it should be a Class B network). In effect, it's an umbrella term for both subnetting and supernetting.
