We have had great performance out of Xen. In the Xen Worlds project we have had a (now 3-year-old) Dell Dimension desktop with 2GB of RAM serving 30 virtual machines. The virtual machines weren't doing that much work, or generating much network traffic, but you should still manage a decent number of VMs under a moderate load.
