What would be the reason to test behind the firewall?

Because of malicious insiders.  I once owned and ran a regional ISP and
worked with the FBI hunting child pornographers several times.  One of their
agents told me that 1 in 250 employees are "bad eggs".  This was several
years ago and is probably worse now.
