that are on that ethernet segment. Is there a tool on *nix
that can be used
to ping a MAC address (00:20:A4:F7:89:15) to see if you get a
reply back
from that device?


You may want to have a look at arping. If you use Free- or
OpenBSD it's in the ports, otherwise get it from freshmeat or
whatever.
