the June 2000 issue of "information security" (from ICSA) covered war
dialers. as for your question, phonesweep took their tests (phonesweep vs
telesweep secure vs THC-Scan, all commercial MS-OS based products), and
they mentioned Ton-Loc but only in passing -- hasn't been updated since
1994, wasn't very robust and the author served 5 months in jail for
computer crimes. *shrug* they did give a URL for Ton-Loc though.

their tests were judged on carrier and fax detection, system id,
penetration (via authentication), reporting and "intangibles" like ease of
use (subjective, to say the least).

and let's not forget the PalmOS wardialer TBA (from the L0pht's Palm Pilot
labs).
