I think it depends.  I've worked for and with the gov't.  I've worked in the
public sector.  As a consultant, I've worked with most everything you can
think of.

I find that Government (private) is more restrictive about what they allow
and what they don't allow, but I don't find them to any better than the
public sector.  The stuff that I've found in Government is just better.
 More skilled hacks.

Government is pretty locked down for the most part, and public is more
permissive.  So I'd say that the threat is different, not more or less
secure.

Also, does anyone know if there have been studies on this?
