npcap issues

please fill me in here because i seem to be having lots of issues with npcap. says everything installed and is up and 
running successfully, but.  can we only do connect scans with it? it wont let me do anything but, and UDP , forget it. 
also, i ran a scan once and got RSTs. ran the same thing again and got FILTERED. i have the same 5 ports open in both 
scans. lastly, when i turn on debug i  get this >>


CONN (16.4830s) TCP localhost > 127.0.0.1:5000 => Operation now in progress
CONN (16.4830s) TCP localhost > 127.0.0.1:13 => Operation now in progress
CONN (16.4840s) TCP localhost > 127.0.0.1:8081 => Operation now in progress
CONN (16.5040s) TCP localhost > 127.0.0.1:8443 => No connection could be made because the target machine actively
CONN (16.5050s) TCP localhost > 127.0.0.1:49157 => Operation now in progress
CONN (17.4040s) TCP localhost > 127.0.0.1:49156 => No connection could be made because the target machine actively
