OK.  An earlier email made it sound like the "Static" configuration
just disabled NoPcap, in which case ReleaseNoPcap seemed like the way
to go (even if that means fixing any problems with it).  But since
"Static" apparently does more than that, maybe we should just stick
with it and keep them both.
