You're right that this was an initial oversight (and poor wording in the INSTALL doc). I've spent the last little while 
deploying a RabbitMQ cluster on localhost via VMs, and I'm mostly finished refactoring code and updating INSTALL with 
(I think) a better design.

P.S. I thought I'd reply when the code's in SVN, but I figure it's best to mention I'm looking into it even if that's 
not yet done. I'll need to do a bit more testing before I commit to SVN, but Django should not and will not be a 
dependency for the workers.
