Maybe it has a locale-dependent default or something.

The link you supplied refers to the "delims' option of the FOR command -
there is no variable called delims.
I presume that the echo %delims% on your system shows nothing.

My mistake. I'm sorry then, I don't have an explanation.

Could you send me a display of the nmap command where it works on your
system with the  comma in the port list ?

I just packed up my Windows computer so I can't do it just now, but
surely someone else on this list can verify that commas don't normally
split up the argument list on Windows. Does anyone else have an idea as
to the cause or solution?
