I would think as long as most of the LACNIC addresses are used in region they are fine. Without going and reading the 
policies in full, I would expect that there would be a exception for multinationals to allow them to get addresses from 
wherever they held a significant  usage.

Just out of curiosity, I wonder what would happen if all the RIRs implemented the same policy.  What if a company 
does business across the globe and any particular ICANN ASO region is only responsible e.g. of 40% of revenue at most?
