Correct… All ITU Drafts and Recommendations are developed behind closed doors.

(If something is developed in a process which is not open to non-members, then, it is by definition developed behind 
closed doors. Why is this difficult to understand?)

You say that as if we're supposed to think it is a good thing. To many of us, it is one of the many reasons we're not 
so thrilled by ITUs sudden interest in exercising greater authority over internet operations.
