John, I have privately e-mailed you 5 x /18 and 3 x /19 that are being abused. If ARIN takes action against even one of these allocations I will commend you publicly. We always do some cross-checking and verification but it is not foolproof. No, we will not pose as a customer, although we will verify some customer assignments and speak with them. We do occasionally have egregious acts (e.g. where the "ISP" turns out to be simply a purveyor of IP addresses to online marketing firms), and circumstances such as those are where reclamation is used.
