The issue is multiple POPs in a geographic region where customers could connect to either- if you have those and want them to work in adversity then you've got a problem as you need to allow the static addresses to propogate around. When that number is small then it's not a problem, but when you've got it large scale then you have a routing problem. This is my fear.
