4000 local addresses that can be mapped to the same global address."

And that exactly scales how at an ISP/NSP level with millions of subs?  Has
anyone here ever considered the ops effort required to make this work and keep
it working, nevermind the calls you'll receive into your call center to keep
all your customers working and happy?
