RBL doesn't work?  Abuse reporting doesn't work.  Strong claims, lets
see some proof?

Sometimes it doesn't.

It really depends on how determinedly rogue the spammers involved are.

If they just switch from domain to domain RBL doesn't help, nor does
abuse reporting.
